It does Express FREE (reminiscent of free festivals of the 60s 70s), LOCALl (it is deliberately simple and friendly and not corporate) and PARTY (the logo is wearing a party garnish. That you don't get the subtlety is a concern. I suspect you want an illustration to represent these aspects more literally. If this is the case perhaps you should say this instead of wasting everyones time and being ignorant and rude about designers work. You may not know anything about branding but I will give you one tip. Designers are only as good as the brief. In most agencies a design and marketing team would discuss the brief before setting it, so don't feel too bad that you clearly don't know what you are doing but please learn some respect for those that do, and show some manners.
